Distinguished Administrator Wang Hongzhi,

Distinguished Secretary General of OPEC Secretariat Mr. Haitham Al Ghais,

Colleagues,

It gives me great pleasure to extend my warm congratulations on the convening of the Eighth High-Level Meeting of the China-OPEC Energy Dialogue in Beijing.

The international energy landscape is undergoing profound readjustments. Geopolitical conflicts, structural supply-demand imbalances, and mounting pressures of low-carbon transition are intertwined, increasing uncertainties in global energy markets. President Xi Jinping pointed out that, in the face of new changes in the global energy supply and demand landscape and new trends in international energy development, ensuring national energy security requires advancing the revolution in energy production and consumption.

This year kicks off China’s 15th Five-Year Plan. Guided by the new energy security strategy featuring "Four Revolutions and One Cooperation," China is accelerating the building of a clean, low-carbon, safe, and efficient new type of energy system, and making solid progress in building China into a strong energy country. Meanwhile, China continues to expand high-level opening up in the energy sector, pursue practical international energy cooperation, and deeply participate in global energy governance, thereby making positive contributions to maintaining stability in global energy markets.

China has always regarded OPEC as an important force and key partner in the global energy governance system. Our cooperation enjoys a solid foundation and broad prospects. Under the new circumstances, for the two sides to deepen strategic communication, jointly discuss global energy governance, and foster a stable and orderly energy order is of great practical significance for responding to global energy transformation and safeguarding global energy security and market stability. Since the last High-Level Dialogue, the two sides have actively acted upon the consensus and outcomes of the Dialogue, strengthened exchanges and cooperation, and continuously consolidated our partnership.

Safeguarding energy security, ensuring market stability, and promoting a just transition are common challenges facing global energy governance. The Global Development Initiative, Global Security Initiative, Global Civilization Initiative, and Global Governance Initiative proposed by President Xi Jinping provide important guidance for advancing global energy development and governance. We look forward to working with OPEC to actively implement the four Global Initiatives and promote a just, equitable, balanced, and inclusive global energy governance system.

The Permanent Mission of China in Vienna stands ready to continue serving as a bridge and bond to facilitate exchanges between both sides, deepen technical and research cooperation, enhance communication on major issues such as energy transition, and jointly safeguard global energy security and market stability, making new contributions to world economic growth and sustainable development.

I wish this Dialogue a complete success. Thank you.
