2025-12-03 01:37

My dear brother Maurice,

Dear colleagues:

Congratulations to your extraordinary role as the Chair of G77+China over the past year, in uniting us and  promoting our common interests, making our common contributions to global governance in Vienna. All the best in your new journey in London.

I am pleased to take this opportunity to share with members of the G77 on the latest news about China's developments and diplomacy. I believe they will be quite helpful to our commom efforts in the coming year.

Starting from 2026, China will embark on the implementation of the 15th Five-Year Plan. This new Five-Year Plan was adopted at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) in October, and lays out a grand blueprint for China's economic and social development. The scientific formulation and consistent implementation of five-year plans stand as an unique vehicle for the governing party to lead the Chinese people for a full rang of national development. Over the past seven decades, the Chinese people have been working from generation to generation on a consistant blueprint to build a better China, for a better life. The consistancy, continuity, predictability and stability are the secrets of China's success. We are happy to share the development opportunities with all countries across the world, especially with the Global South, since China itself is one of the Global South. China will further deepen reform, expand opening-up, and promote higher-quality economic growth while achieving an appropriate increase in economic output, and advance well-rounded human development and common prosperity for all.

The Chinese economy has always been full of vitality and resilience. The momentum of long-term development remains strong. Over the past five years, the Chinese economy has registered an annual growth rate of around 5.5 percent on average, contributing around 30 percent of global growth. I am sure that a more modernized China will bring more stability and positive energy to the world.

     Mr. Chair,

As I always put it, development is the sunshine of Vienna. It is the common pursuit of the Global South. On 19 November, the Chinese Permanent Mission hosted the third Seminar of the "Group of Friends of the Global Development Initiative (GDI)", as well as the first themed event of the Global Governance Initiative (GGI). I thank you and so many other brothers and sisters for your support and paticipation to this event. DG Muller of UNIDO and representaties of other international organization in Vienna also joined us. We had in-depth exchanges on promoting global development and glabal governance on Vienna multilateral platforms. We agreed that the GDI and GGI are highly in line with the purposes and principles of the UN Charter, as well as the professional goals of each and every international organizations, be it IAEA, UNIDO, UNODC, UNOOSA, etc.. All those platforms can play greater role in practicing multilateralism, promoting development cooperation and strengthening global governance. I am looking forwad to making more use of the Group of Friends of GDI, we may wish to have a similar Group of Friends of Global Governance, to explore more efforts for coopertion on commom development and glabal governance in the beautiful city of Vienna.

     Mr. Chair,

Yesterday marked the 82th anniversary of the Cairo Declaration. Together with the Potsdam Proclamation, the Cairo Delaration set the foundation of the post-war international order. One of the key elements of the Cairo Declaration was to restore the stolen territory including Taiwan from Japan to China. UNGA Resolution 2758 in 1971 restored all the lawful rights of the People’s Republic of China at the UN, and resolved once and for all the issue of the representation of the whole of China, including Taiwan, in the U.N..

The reason that I highlight the importance of the Taiwan queston is because what is going on in Japan. The wrong statement made by the new leadership of Japan indicated Japan's intention or readiness to intervene militarily in the Taiwan question. At the same time, the rightwing force in Japan is advocating the modification of the long standing "Three Non-Nuclear Principles" of Japan. All these negative tendencies deserves seriously international concern. That's why on the last day of the November Board of the IAEA, I called for strict international supervision and safeguards on Japan's nulcear related activities.

G77 has been firmly upholding the one-China principle and supporting UNGA Resolution 2758. China highly appreciates this and stands ready to continue working with all parties to uphold the post-war international order and the overall framework of the one-China principle.

     Mr. Chair,

The last thing I want to mention briefly is the new white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era.", which was published only last week. The last version of this kind of white paper was published 20 years ago, when I personaly was part of the drafting team. This new version of the white paper comprehensively elaborats on China’s policies and practices in arms control, disarmament and non-proliferation under the current international situation, many of them have a lot to do with Vienna. I have already shared the white paper with all of you. I am looking forward to further exchanging views with you on any of the issues related to China's policy and practice on arms control and non-proliferation.
