2025-03-18 17:32

Madam Chair,

China supports the Agency in continuing its central role in resources mobilization and international cooperation for nuclear security. We appreciate the Agency’s active response to new challenges in nuclear security and commend its significant achievements over the past year, in particular its organization of the 2024 International Conference on Nuclear Security and its provision of technical nuclear security support for major public events such as the UEFA European Football Championship and the 13th African Games.

The Chinese Government attaches great importance to nuclear security, strictly fulfills its international nuclear security commitments and actively implements its Global Security Initiative. As the scale of nuclear energy and nuclear technology industries continues to expand, and the quantity of nuclear facilities, nuclear materials and radioactive materials increases, new technologies such as artificial intelligence and drones present emerging challenges, China has strengthened every aspect of its nuclear security measures, including governance systems, human resources, technological capacity and emergency response. China has issued seven new or revised nuclear security guidelines in 2024 and will continue to organize the national level Storm Series Nuclear Security Exercises to test its coordination and response capabilities of nuclear security and emergency forces, thereby enhancing its preparedness for various nuclear terrorism threats.

China actively engages actively in international cooperation on nuclear security and promotes to build a fair, collaborative and mutually beneficial international nuclear security system. Through platforms such as National Nuclear Security Technology Centre, the China Customs Radiation Detection Training Centre and other Collaborating Centres, China supports the Agency in enhancing nuclear security response capabilities, participates in the development of specialized training materials, and hosts national demonstration training courses on nuclear security incident response at customs/borders. Additionally, China exchanges experiences with nuclear security collaboration centers established by other Member States or regions, and has donated equipment worth approximately 500,000 euros to the Nuclear Security Training and Demonstration Center in Seibersdorf, which was installed and commissioned in 2024.

Madam Chair,

China supports the Secretariat’s active response to the challenges posed by new technologies and its preparations for the upcoming International Symposium on AI, the International Conference on Computer Security in the Nuclear World, and the second Conference of the Parties to the A/CPPNM in 2027 as required by the first Conference of the Parties hereto. China will actively participate in developing the Nuclear Security Plan 2026–2029 and will continue to contribute to the NSF, strengthening China-IAEA-third-party exchanges and cooperations in nuclear security, and providing experts and technical solutions to support the Agency’s various nuclear security activities.

Thank you, Madam Chair.
