Statement by H.E. Ambassador LI Song at the General Discussion of the 13th Session of the Assembly of Parties of the International Anti-Corruption Academy

2024-10-31 06:00

Madam President,

First of all, I’d like to extend the warmest congratulations of my delegation on your election. We are also very pleased to note that since the new Dean of IACA, Madam Taseva took the office, the work of IACA found itself at a brand new stage. We are confident that with your leadership and the professional contribution of your team, there will surely bring IACA efforts to new cooperation and progress.

The People’s Republic of China just celebrated the 75th anniversary of its founding. As the second largest economy in the world, China has been achieving medium-high growth for many years in a row, and contributed more than 30% to the growth of the world economy. At the Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) held this July, systematic planning was developed for further deepening reform comprehensively to advance Chinese modernization.

Corruption undermines social justice and economic growth, and is an impediment to Chinese modernization. The CPC and the Chinese government have been committed to the fight against corruption. Since the 18th National Congress of the CPC, under the leadership of President Xi Jinping, we have carried out an unprecedented fight against corruption, achieved an overwhelming victory, and consolidated the achievement of this undertaking. We have successfully carved out an anti-corruption path with Chinese characteristics, which relies on the unique advantages of our social systems and rule of law. These efforts have safeguarded the process of Chinese modernization, and won the wholehearted and extensive support of the Chinese people.

China has been an active participant in and contributor to global anti-corruption governance. This September, the 5th Plenary Meeting of the GlobE Network was convened in Beijing, during which a high-level forum has been held for the first time in GlobE history, and the Beijing Consensus on Law Enforcement Cooperation and Denial of Safe Haven for Corruption has been adopted. On this meeting, China called for upholding the values of fairness and justice, strengthening the international consensus on joint anti-corruption efforts, implementing the principle of equality and inclusiveness, and jointly combating cross-border corruption.

China also faithfully implements the United Nations Convention Against Corruption, and has concluded more than 170 bilateral agreements on extradition and mutual legal assistance with more than 80 countries. The National Commission of Supervision of China (NCS) has established working contacts with anti-corruption authorities from more than 100 countries to carry out extensive cooperation in pursuing fugitives and recovering stolen assets. We have also contributed wisdom and approach to global anti-corruption governance by advancing integrity for the Belt and Road Initiative, helping developing countries build up anti-corruption capacity, and leading the endorsement of international consensus and outcomes such as the APEC Beijing Declaration on Fighting Corruption.

Madam President,

IACA is the only inter-governmental organization which is dedicated to the anti-corruption education, research and training. We look forward to further development of IACA in the future, and hope it could leverage its unique resources to better meet the needs of its Parties in law enforcement cooperation, to launch tailored country-specific research and training programs, and to build up a platform for mutual legal assistance and other pragmatic cooperation.

China is firmly committed to supporting and participating in the work of IACA, and has been making financial contributions to IACA every year since 2017. Hereby, we would like to call for all Parties to provide support for the steady and sound development of IACA, and China will continue to provide necessary assistance to IACA.

To conclude, I wish the meeting a complete success. Thank you!
