Statement by Ambassador Li Song at the September Board of Governors of the International Atomic Energy Agency on Nuclear Safety in Ukraine

2024-09-15 23:32

Mr. Chair,

We take note that DG Grossi recently visited the Kursk NPP and the ZNPP, and has been maintaining communication with Russia and Ukraine to ensure safety of the nuclear facilities for peaceful purposes. China values and appreciates this, and supports the relevant efforts made by the DG and the Secretariat.

China attaches great importance to nuclear security, opposes armed attacks on the NPPs and other civilian nuclear facilities, and underscores the importance of resolutely avoiding man-made nuclear accidents. China supports the efforts of DG Grossi to ensure the safety and security of all civilian nuclear facilities, including the ZNPP. China supports the DG and the Secretariat of the Agency in maintaining contact with all parties, strictly fulfilling the responsibilities of nuclear safety, security and safeguards in accordance with their mandates, and playing a constructive role to ensure the safety and security of nuclear facilities. At the same time, the parties concerned should also create favourable conditions for the Agency to fulfil its functions.

The safety of nuclear facilities is one aspect of the Ukraine crisis, and resolving the issue ultimately depends on the prospect of a political settlement of this crisis. The international community should stick to the right direction of promoting peace talks, encourage and support all efforts conducive to a peaceful solution to the crisis. We call on all parties to work for properly addressing the Ukraine crisis in a responsible manner, play a constructive role in this regard, help the parties to the conflict open the door to a political settlement of the crisis, and eliminate nuclear security risks from the root. China will continue to uphold an objective and impartial position, actively promote peace talks, commit to ceasefire, and play a constructive role in promoting the political settlement of the Ukraine crisis. We are ready to maintain communication with relevant parties on this issue.

Thank you, Mr. Chair.
