China thanks the Secretariat for the report and the briefing. We looked carefully into the report.

In 2024, under the leadership of the DG, and with the strong support and cooperation of Member States, the Secretariat implemented safeguards in an orderly manner, and drew safeguards conclusions for 175 countries and Taiwan province, China. We welcome this achievement. Meanwhile, the Agency continued to take robust measures to improve the effectiveness and efficiency of safeguards, helped Member States build safeguards capacity, and implemented the COMPASS in 4 countries. China recognizes all these efforts.

China is pleased to see that Federal Republic of Somalia and Republic of Equatorial Guinea have agreed to sign the CSA and AP ahead of this Board session. China calls upon those countries that have not yet done so to sign CSA, AP or revised SQP in a timely manner. We also hope to see the Secretariat come forward with effective measures for countries with only original text SQP, so as to continue to improve the safeguards mechanism.

The Chinese government fulfills earnestly its safeguards obligations and cooperates fully with the Agency for its safeguards implementation in China. Through the MSSP (Member States Support Program), we also helped the Agency in safeguards approach development for High Temperature Gas-cooled Reactors. China stands ready to further strengthen its cooperation with IAEA and help the Agency improve its safeguards capacity.
