Statement at the June Board of Governors of the IAEA under the Agenda Item of Technical Cooperation Report for 2024

Madam Chair,

The Chinese delegation aligns itself with the statement made on this agenda item by the distinguished Ambassador of Kenya on behalf of the Group of 77 and China.

China notes that in 2024, the Agency continued to provide technical assistance to 151 countries through its technical cooperation projects, helping developing countries comprehensively enhance their capabilities. The technical cooperation projects have continued to play a key role in implementing flagship initiatives such as “Rays of Hope”, achieving significant economic benefits and broad social impacts. China appreciates the achievements of the Agency’s technical cooperation efforts in 2024.

Madam Chair,

Technical cooperation is one of the core statutory functions of the Agency. It is an important means and platform for helping Member States promote socio-economic development and achieve the United Nations 2030 Sustainable Development Goals. The TCF constitutes the primary resource to guarantee the Agency’s technical cooperation activities. China calls on all Member States to fully honour their political commitments to technical cooperation, to pay their contributions and national participation costs on time and in full, ensuring that the resources for Agency’s technical cooperation activities are sufficient, assured and predictable. 

Madam Chair,

China has consistently supported and actively participated in the Agency’s technical cooperation. These include collaborative research and training activities at various collaborating centers, opening 12 nuclear research facilities and experimental platforms to the global community, providing in-kind support to the Ministerial Conference on Nuclear Science, Technology and Applications and the Technical Cooperation Programme, and training radiation therapy physicists from African countries in domestic medical institutions. During Director General Grossi’s visit to China in April this year, the China Atomic Energy Authority and other departments signed a series of cooperation documents with the IAEA to further expand cooperation areas, providing more public goods to promote the peaceful use of nuclear technology in Global South and sharing more Chinese solutions. We welcome active participation from all parties.

Madam Chair,

China’s achievements in nuclear energy development are visible to all. The Global Development Initiative aligns closely with the Agency’s objective of “Atoms for Peace and Development.” China is willing to strengthen the alignment between the three major global initiatives and the Agency’s work, promote more equitable and reasonable global nuclear governance, more inclusive and shared development, and more open and orderly cooperation, making greater contributions to “Atoms for Global South.”
