Statement by Counsellor Wang Chang at the IAEA Board of Governors Meeting under Agenda Item 7: Verification and Monitoring in the Islamic Republic of Iran in light of UNSC Resolution 2231

Mr. Chair,

China takes note of the report (GOV/2022/24) submitted by the Director General of the International Atomic Energy Agency (Agency), titled “Verification and Monitoring in the Islamic Republic of Iran in light of United Nations Security Council Resolution 2231” China supports the Agency’s continuing monitoring and verification in Iran, strictly in accordance with its mandate, and in keeping with the principles of objectivity, neutrality and impartiality.

We are now at the final critical juncture in the negotiations on resuming implementation of the Joint Comprehensive Plan of Action (JCPOA). All parties should heighten the sense of urgency and enhance diplomatic efforts to reach soonest, a common understanding on remaining issues, working towards the smooth closure of the negotiations so as to effectively clear away the obstacles for the integral and effective implementation of the JCPOA. As the instigator of the Iranian nuclear crisis, the US is obligated to take thorough measures to rectify its mistakes, and adopt practical measures to actively respond to Iran’s legitimate and reasonable concerns, so as to facilitate an early agreement in the negotiations. All parties should create necessary conditions as well as a good atmosphere for these diplomatic endeavors.

China has all along firmly safeguarded the authority and effectiveness of the JCPOA and UNSC Resolution 2231, participated the negotiations on resuming implementation of the JCPOA in a constructive manner, with the aim to bring the JCPOA back on the right tracks at an early date. We will continue to work unremittingly towards a political and diplomatic resolution of the Iranian nuclear issue while firmly safeguarding our own lawful and legitimate interests.
