Statement by Counsellor Yue Ping at the IAEA Board of Governors Meeting under Agenda Item 9: The safety, security and safeguards implications of the situation in Ukraine

Mr. Chair,

China is concerned with the safety, security and safeguards of nuclear facilities in Ukraine and attaches importance to the discussion on this important issue at the Board of Governors. 

China always supports the active role of the IAEA in promoting nuclear safety and security and implementing its functions of safeguards in strict accordance with its mandate. When it comes to nuclear safety and security in Ukraine, China takes note of the timely sharing by the Director General of information received from the regulatory authorities of Ukraine and the information and clarifications provided by the Russian Federation on related issues. China is of the view that relevant countries should effectively implement their responsibilities and that the Secretariat of the IAEA should provide assistance strictly in accordance with its mandate. We hope that parties concerned exercise caution so as to avoid any man-made nuclear safety and security incidents. At the same time, the Agency should, within its mandate, give full consideration to the security situation in Ukraine and appropriately address the safeguards issue in the country. 

China will continue to closely follow the evolving situation in Ukraine, support all diplomatic efforts aimed at de-escalating the situation and promoting a political solution and stand ready to play a constructive role for this purpose. We also would call on the international community to exercise calm and reason to create a sound environment and conditions for direct negotiations between the parties in a responsible, impartial and objective manner.
