Statement by Ambassador Wu HaiLong at the IAEA Board Meeting Regarding the Iranian Nuclear Issue

On 24 November, Ambassador Wu Hailong addressed at the Board of Governor's Meeting of IAEA on Iran nuclear issue as follows:

The Chinese delegation would like to thank the Director-General Dr. Elbaradei for his latest report on the implementation of the NPT Safeguards Agreement in Iran and commends the professional work the Secretariat has conducted in this regard. China has noted the cooperative measures adopted by Iran since the Board meeting in September as well as the outstanding issues that still need to be clarified. We hope that Iran will continue to cooperate with the Secretariat in an effort to clarify these issues.

At present, the development of the Iranian nuclear issue is of a great concern, which, if not handled well, might lead to this issue breaking away from the framework of the Agency or even getting out of control. This is not in the interest of any country and is not conducive to maintaining the effectiveness of the NPT regime and the authority of the Agency, nor is it conducive to regional peace and stability. However, so long as all the parties concerned can exercise restraint and demonstrate patience and flexibility and the international community can adopt constructive attitude and measures, this will help promote the situation to develop toward a final and peaceful statement.

China has always advocated the just settlement of the Iranian nuclear issue with in the framework of the Agency and supports EU and Iran to seek a long term settlement through dialogue and negotiation. Though this negotiate is confronted with some difficulties at the moment, one should not give up the main direction of solving difference through negotiation. Only a settlement plan which is concluded through tireless negotiations and which is acceptable to all can lead to the proper settlement of the Iranian nuclear issue. Therefore, we hope that all parties concerned will exercise restraint and demonstrate flexibility in an effort to provide a favorable environment and condition for the early resumption of the negotiation between EU and Iran, resolve difference though negotiations and dialogues and avoid any measures that could lead to a possible escalation of the situation. In this connection, China welcomes all positive initiatives, proposals and efforts that will facilitate the resumption of the negotiation between EU and Iran and the long term settlement of the Iranian nuclear issue.

The concerted efforts by all parties concerned are necessary in order to solve the Iranian nuclear issue within the framework of the Agency. China hopes that Iran will continue to cooperate with the Agency, earnestly implement the various resolutions adopted by the Board of the Agency, gain the understanding of the international community and create a favorable condition for the resumption of the EU/ Iranian negotiation. Meanwhile, all the other parties should give objective and fair consideration to the legitimate concern of Iran and make more positive efforts for the resumption of the negotiation between EU and Iran. In this respect, china is ready to make a constructive contribution to achieving all the goals mentioned above.
