Remarks by Amb. WANG Qun at the 5th High-level Meeting of the China-OPEC Energy Dialogue

Secretary General Barkindo,

I will, at the outset, express my thanks to Administrator Zhang and Secretary General Barkindo for their kind invitation the 5th High-level Meeting of the China-OPEC Energy Dialogue.

This round of high-level dialogue between China and OPEC is held at a critical juncture, with a lot of uncertainty in the process of global economic recovery, especially as a result of the COVID-19 pandemic. The new Omicron variant reminds us again that the fight of humanity against the pandemic is far from over.

In this context, China and OPEC, as the largest oil importer and the most important international petroleum organization, should further intensify their communication and cooperation, and enhance their policy coordination.

This will not only serve the strategic interests of the two sides, but also be conducive to the stability of international energy market as well as the sound development of the world economy.

We are delighted to see that, with the unremitting efforts of NEA and the Secretariat of OPEC, China-OPEC Energy Dialogue has come a long way in their pragmatic cooperation, as the dialogue platform has become more institutionalized.

It has also set a good example for high-level reciprocal cooperation among important stakeholders of the global energy market.

Excellencies and colleagues,

I would like to take this opportunity to express our deep appreciation to Secretary General Barkindo for his congratulatory messages on China, especially his letter of congratulation to the Communist Party of China (CPC)on its centenary anniversary. At its latest Plenary Session of the 19th CPC Central Committee, the CPC summed up  China’s historic achievements and experiences in its socialist construction as well as economic and social development. Among which, it is an remarkable achievement for China to be able to ensure its energy security.

China will, in the light of the outcomes of the CPC’s latest Plenary Session, work to forge ahead, at this new development stage, in vigorous promotion of its new development notion and set-up. China will also work to promote the prosperity and ecological civilization of the country as well as the happiness of its people.

China is convinced that, the high-quality economic and social development and people’s livelihood, is inseparable from the sound and sustainable development of the energy industry, as well as the in-depth energy cooperation between China and others partners. Excellencies, colleagues,

Excellencies and colleagues,

Not long ago, Chinese President Xi Jinping, pronounced its Global Development Initiative, at the 76th UN General Assembly, calling upon the international community to pick up the pace of the implementation of the 2030 Agenda for Sustainable Development in promotion of stronger, greener and healthy global development.

The GDI initiative stays committed to a people-centered approach, in meeting people’s aspirations for a better life through collective efforts of the international community, and outline priority areas of cooperation, especially as they pertain to climate change, green development, industrialization as well as poverty reduction.

Its notion underlined, I believe, not only coincides with the essence of cooperation between China and OPEC, but also serve as an important guideline for China to deepen its cooperation with OPEC, so as to channel their efforts towards global sustainable development on the energy front.

To this end, I wish to assure you that the Chinese Permanent Mission here, for its part, will work more to better facilitate the pragmatic cooperation between China and OPEC.

In conclusion, I wish today’s high-level dialogue a great success.
