Statement by Minister Counsellor Li Sen at the IAEA Board of Governors Meeting under Agenda Item 6c: <br>NPT Safeguards Agreement with the Islamic Republic of Iran

Madam Chair,

China takes note of the report by the DG on NPT Safeguards Agreement with the Islamic Republic of Iran contained in GOV/2021/42.

The report reflects the status of the Agency's implementation of safeguards on Iran's nuclear program, as well as the Agency's communications with Iran on resolving the outstanding issues. We have also noted that Iran has maintained dialogue and cooperation with the Agency on issues related to the four locations and expressed its willingness to seek solutions to the Modified Code 3.1 of Subsidiary Arrangement to its Safeguards Agreement, to which China appreciates and welcomes.

Under the current circumstances, there is still room for dialogue and cooperation, which we believe are the only right way. China supports the Agency to continue to uphold the principles of objectivity, impartiality and neutrality, and carry out safeguards activities in Iran in strict accordance with its mandate. China encourages the Agency and Iran to further step up dialogue and consultations and find a proper solution to the outstanding safeguards issues. At the same time, I would like to reiterate that we have already reached conclusions on " the possible military dimensions"of Iran's nuclear program and we are not supposed to reopen the relevant discussions.

China hopes that all parties concerned, by proceeding from the overall interests, maintain rational restraint, demonstrate goodwill and flexibility, so as to create a good atmosphere for dialogue and cooperation between the Agency and Iran, and create conditions for resuming the negotiation on the implementation of the JCPOA.
