Statement by Minister Counsellor Li Sen at the IAEA Board of Governors Meeting under Agenda Item 5: <br>Verification and Monitoring in the Islamic Republic of Iran in light of United Nations Security Council resolution 2231

Madam Chair,

China looked carefully into the report submitted by the DG on 'Verification and Monitoring in the Islamic Republic of Iran in light of United Nations Security Council resolution2231'. We take note of the Agency's monitoring and verification activities on JCPOA implementation by Iran as well as the current state of implementation of the 'Temporary Technical Understanding' by the Agency and Iran.

China appreciates all relevant efforts by the Agency and Iran and supports the Agency's continued monitoring and verification activities in Iran in an objective, impartial and neutral manner and in strict compliance with its mandate. We support the Agency's efforts to step up dialogue and consultations with Iran and welcome the arrangements on 'Temporary Technical Understanding' agreed by the Agency and Iran on 12 September. The Chinese government has committed itself to contributing 1,35 million RMB this year again to the Agency's monitoring and verification activities.

JCPOA, a major achievement of multilateral diplomacy, is a key pillar for the international nuclear non-proliferation regime and for peace and stability in the Middle East. The international community should firmly support effective implementation of JCPOA and UNSC Res 2231 in their entirety. We should not forget the fact that the root cause of the Iranian nuclear crisis lie in the withdrawal from JCPOA by the former US administration and its policy of maximum pressure on Iran, and that Iran reduced its implementation to counteract the wrongful acts of the US. It is neither fair nor realistic to require unilateral resumption of JCPOA implementation by Iran. Iran has reiterated for many times its readiness to resume implementation when its interests are guaranteed. Therefore, the key to addressing Iran's reduction of JCPOA implementation and other issues in monitoring and verification lies in advancing resumption of negotiations on resuming integral and effective implementation of JCPOA.

The Iranian nuclear issue is at a key juncture. China takes note of the political commitment demonstrated by the new Iranian government to safeguard JCPOA and their stated willingness to return to the negotiation table. Iran needs some time to consider its negotiation policy. Parties should stick to the overall direction of dialogue and negotiations and avoid any action that may further compound the situation. As the party that withdrew unilaterally from JCPOA, the US should completely reverse the wrongful policy adopted by its former administration, demonstrate the necessary goodwill and flexibility and actively respond to Iran's reasonable and legitimate concerns on sanctions lifting and other issues so as to reach agreement as soon as possible in negotiations.

China remains steadfastly dedicated to safeguarding the authority and effectiveness of JCPOA and UNSC Resolution 2231. We've taken a constructive approach in negotiations on resuming implementation of the JCPOA and played an important role in helping all parties forge consensus and settle differences. China will continue to work relentlessly towards a political and diplomatic solution of the Iranian nuclear issue and at the same time we'll firmly safeguard our own legitimate rights and interests.
