Statement by Minister Counselor Dai Huaicheng at the IAEA Board of Governors Meeting
on NPT Safeguards Agreement with the Islamic Republic of Iran

Madam Chair,

China has taken note of the report submitted by the Director General of the International Atomic Energy Agency (hereinafter referred to as "the Agency") on NPT Safeguards Agreement with the Islamic Republic of Iran (GOV/2021/29).

China welcomes the agreement onthe temporary technical understanding between the Agency and the Iran through dialogue and consultation, which buys time for the ongoing negotiations on the resumption of compliance with JCPOA and proves once again that dialogue is the only effective way to resolve differences. China appreciates the efforts made by the Agency and Iran to this end and hopes that both sides will continue the current momentum of cooperation and meet each other halfway to ensure the effective implementation of the relevant understandings. China calls on all the other parties to play a constructive role to this end.

With regard to the specific safeguards issues mentioned in the report, China supports the strengthening of dialogue and cooperation between Iran and the Agency to find appropriate solutions. We believe that the Agency will be able to uphold an objective and impartial position and properly address the relevant issues. We would like to reiterate that there has been an established conclusion over the military dimension of Iran's nuclear programme (PMD).We hope that all parties concerned will adopt a forward-looking approach and do more to help de-escalate the situation, rather than taking steps that will inflame the conflict.
