Statement by H.E. Ambassador Shi Zhongjun on Iranian Nuclear Issue at the IAEA Board of Governors Meeting

Mr. Chairman,

China takes note of DG's report submitted a few days ago on Verification and Monitoring in the Islamic Republic of Iran in light of United Nations Security Council resolution 2231 (2015) (GOV /2017/24), which reaffirms the implementation by Iran of its nuclear-related commitments under the JCPOA and that the Agency continues to verify the non-diversion of Iran's declared nuclear material. We thank the efforts of the DG and the Secretariat and appreciate Iran's earnest implementation of its obligations and active collaboration with the work of the Agency.

Mr. Chairman,

The JCPOA is important for safeguarding the international nuclear non-proliferation regime as well as peace and stability in the Middle East. It is in the fundamental interests of all parties. Under present circumstances we expect all parties to consolidate political will, fulfill their obligations in good faith, address the differences properly, so as to jointly push forward the implementation of the JCPOA in a sustained, comprehensive and effective manner, and incrementally accumulate mutual trust through the implementation process. We believe that all parties would demonstrate political wisdom and historic responsibilities and make the right judgments.

The key to the success of the JCPOA lies in implementing nuclear-related commitments. With the long implementation process as well as complex and sensitive nature of the JCPOA, it is unavoidable that technical differences might show up. We are pleased to note that all parties have so far maintained communication and dialogue, and issues such as enriched uranium and heavy water stock, and centrifuges R&D have been resolved in an appropriate manner. We believe that the Agency will stick to the objective, impartial and professional approach and fulfill its own mandate. We hope that Iran will continue to actively collaborate with the Agency in the spirit of cooperation. We also hope that all other parties will lend strong support, and solve issues through technical discussions.

Mr. Chairman,

China firmly supports the JCPOA and is ready to work with the Agency and all other parties to safeguard and implement it. As co-chair of the Arak Modernization Project Working Group, China is actively promoting the modernization process. On 23rd April, the first commercial contracts on this project were signed in Vienna between Chinese and Iranian companies and the work under the contracts is proceeding smoothly. China will continue to cooperate closely with all parties to press the Arak project ahead for new progress in accordance with the JCPOA and the consensus of all parties.

With regard to the inclusion of Section T of Annex I of the JCPOA in DG's report on Verification and Monitoring in Iran in light of UNSC 2231 (2015), due to the complexity and sensitivity of relevant measures, China calls on all parties to settle differences constructively through consultations under the framework of the Joint Committee, and address verification issues in strict accordance with the provisions of the JCPOA.
