Statement by Ambassador Shi Zhongjun on the Korean Peninsula Nuclear Issue at the IAEA Board of Governors Meeting

Mr chairman,

My delegation takes note of the Director General’s introductory statement concerning the implementation of safeguards in the DPRK, and supports the Agency to play its due role in this regard.

Mr. Chairman,

China’s position on the Korean Peninsula Nuclear Issue is clear and firm. We are committed to the cardinal principles of denuclearization of and maintaining peace and stability on the peninsula, as well as seeking a solution through dialog and consultation. China resolutely opposes nuclear testing by the DPRK, supports the United Nations Security Council in adopting relevant resolutions and strictly implements them. We urge the DPRK to abide by its denuclearization commitments, comply with the relevant Security Council resolutions, desist from any action which worsens the situation, and return to dialog and consultation.

With the current peninsular situation highly complex and sensitive, properly managing the situation is not only high necessary but also a shared responsibility of the parties concerned and the international community as a whole. The parties concerned should refrain from words or actions which may irritate one another or aggravate tensions, and prevent the situation from escalating or even spiraling out of control. China has repeatedly worked on the parties concerned and will continue its efforts to this end.

The root causes of the issue are cold-war remnants and a serious lack of mutual trust among the parties concerned. In the long run, only by tackling the root causes as well as the symptoms, taking a comprehensive approach and addressing the concerns of the various parties in a balanced fashion will a fundamental solution be possible. China stands ready, in a joint effort with the international community, to adhere to the spirit of the 9.19 Joint Statement, and persist in moving the talks process forward so as to set in motion at an early date a sustainable, irreversible and effective process of dialog on the Korean Peninsula Nuclear Issue.
