Statement by Ambassador Shi Zhongjun on the Iranian Nuclear Issue at IAEA Board of Governors Meeting

Mr. Chairman,

China welcomes the report of the Director General on Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council resolution 2231 as contained in document GOV / 2016/55. We note that the report has indicated that Iran has maintained close communication and cooperation with the Agency, which has enabled the Agency to continue to verify the non-diversion of the nuclear material declared by Iran. China expresses its appreciation in this regard.

Mr. Chairman,

The effective implementation of the nuclear-related commitments is the key to ensuring the success of the JCPOA. Since the JCPOA Implementation Day at the beginning of this year, all the reports submitted by the Director General have provided positive evaluation of the implementation of these measures. Although some technical differences arose in the implementation process, they were properly addressed through the joint efforts by all the parties concerned. In this regard we note that the current report referred to Iran's stock of heavy water and welcome Iran's plan to transfer some of its heavy water out of Iran.

We appreciate the efforts made by the Director General and the Secretariat to promote the monitoring and verification and hope that the Agency will continue to uphold the principle of objectivity, impartiality and professionalism, effectively fulfill its own responsibilities and provide technical support to all parties in their evaluation of the implementation of the JCPOA. We hope that Iran will continue to implement fully its nuclear-related commitments with a view to assisting the Agency to carry out its monitoring and verification smoothly.

Mr. Chairman,

The JCPOA conforms to the common interests of the international community and requires the joint support from all parties concerned. Currently the positive effect of the JCPOA is gradually showing and expanding itself. It is hoped that all parties concerned will continue to strengthen their political will, faithfully fulfill their obligations and commitments, properly resolve their differences through consultation and cooperation, and ensure the continuous, comprehensive and effective implementation of the JCPOA.

China has been consistently and constructively participating in the implementation of the JCPOA, particularly in the active promotion of continued progress with regard to the modernization of the Arak heavy water reactor. China is ready to further maintain its close coordination with the Agency and all the parties concerned in an effort to promote the smooth implementation of the JCPOA.
