Statement by Ambassador Shi Zhongjun on the Korean Peninsula Nuclear Issue at IAEA Board of Governors Meeting

Mr chairman,

My delegation takes note of the update in the DG’s introductory statement as well as his report on the implementation of safeguards in the DPRK, and supports the agency to play its due role in this regard. We also hold the view that as the only intergovernmental international organization in the nuclear field the agency should strictly abide by its mandate in its work.

China’s position on the Korean peninsula nuclear issue is clear and firm. We are committed to denuclearization of and maintaining peace and stability on the peninsula, as well as seeking a solution through dialog and consultation.

China is resolutely opposed to the recent nuclear test by the DPRK. We explicitly urged the DPRK to abide by its denuclearization commitments, comply with relevant Security Council resolutions, and desist from any action, which worsens the situation. We hope the DPRK will not cling wilfully to its reckless course and go down the wrong path farther and farther. China calls on the DPRK to cooperate promptly with the agency to allow for full and effective implementation of comprehensive IAEA safeguards.

China is a firm defender of regional peace and stability. With the current peninsular situation highly complex and sensitive, the parties concerned and the international community have a shared responsibility to manage the situation, and the parties concerned should refrain from words or actions which may irritate one another or aggravate tensions, and prevent the situation from escalating or even spiralling out of control.

In the long run, cold-war remnants and a serious lack of mutual trust among the parties concerned on the peninsula are the root causes of the issue. Facts have proved over and over again that the security concerns of the various parties concerned with the peninsula can only be addressed in a way that serves the interests of all the parties. Only by tackling the root causes as well as the symptoms, taking a comprehensive approach and addressing the concerns of the various parties in a balanced manner will a fundamental solution be possible. China stands ready, together with the international community, to adhere to the spirit of 19 September 2005 Joint Statement of the Six-Party Talks, and persist in moving the talks process forward in a joint effort to set in motion at an early date a sustainable, irreversible and results-oriented process of dialog on the Korean Peninsula Nuclear Issue.
