Statement by Ambassador SHI Zhongjun on Iranian Nuclear Issue

Mr. Chairman,

The Chinese delegation would like to thank the Director-General for the latest report he submitted recently entitled Verification and Monitoring in the Islamic Republic of Iran in light of United Nations Security Council Resolution 2231(2015). The report has overall confirmed Iran’s implementation of its nuclear-related commitments under the Joint Comprehensive Plan of Action. It states that the Agency continues to verify the non-diversion of nuclear material declared by Iran, that since the Implementation Day of the JCPOA, the Agency has been verifying and monitoring the implementation by Iran of its nuclear-related commitments under the JCPOA, and that the cooperation between the two sides has been smooth and effective. The Chinese delegation welcomes these developments.

Mr. Chairman,

Overall the JCPOA has been implemented in a balanced way since it was concluded more than one year ago. The Agency has carefully carried out its monitoring and verification activities in Iran in accordance with its mandate and played a constructive role in promoting the smooth implementation of the JCPOA. China hopes that the Agency will continue to fulfil its responsibility in monitoring and verification in an objective, impartial and professional manner with a view to providing all parties with robust technical support for an objective assessment of the implementation of the JCPOA.

In the past year Iran has seriously implemented its nuclear-related commitments under the JCPOA, accepted the monitoring and verification by the Agency and demonstrated a strong political support for the JCPOA. We encourage Iran to continue to fully implement its nuclear-related commitments, strengthen its communication and cooperation with the Agency and provide the needed facilities for the Agency to conduct its various work in Iran.

The follow-up implementation of the JCPOA can not be carried out without the full and concerted support by all parties concerned and the international community. We hope that all parties concerned will maintain a positive political will, act in strict accordance with the provisions of the JCPOA and the Security Council resolution 2231(2015), fulfil the commitments in a comprehensive and balanced manner, properly resolve differences so as to ensure the effective implementation of the JCPOA.

China has participated in the implementation of the JCPOA in a constructive manner and has played a key role in promoting the modernization of the Arak heavy water reactor project. China stands ready to further maintain close communication with all parties concerned, including the Agency, with a view to making new contributions to the follow-up implementation of the JCPOA.
