Statement by Ambassador Cheng Jingye at the Special Session of the IAEA Board Governors' Meeting

Mr. Chairperson,
The Chinese delegation thanks the DG for submitting the report entitled "Verification and Monitoring in the Islamic Republic of Iran in light of United Nations Security Council Resolution 2231 (2015)", contained in document GOV/INF/2016/1 and DDG for the relevant technical briefing. The report lays down a basis for implementing the Joint Comprehensive Plan of Action.
Mr. Chairperson,
The arrival of the Implementation Day of the Joint Comprehensive Plan of Action marked the beginning of a new stage of comprehensive implementation of the JCPOA, which is a solid step towards a political and diplomatic solution to the Iranian nuclear issue. We appreciate the large amount of work carried out by P5+1, the EU, Iran, the IAEA and others.
At the new stage, Parties concerned should abide by their commitments and ensure through joint efforts comprehensiveness and the balance in implementing all provisions of the JCPOA. Should differences arise in the implementation process, the spirit of understanding, concession and putting aside differences for the common good should prevail so as to find a suitable solution. China encourages Iran to maintain close cooperation with the IAEA and carry out its nuclear-related commitments under the JCPOA in good faith. We also expect the Agency to conduct verification and monitoring in Iran in accordance with SC resolution 2231 and the JCPOA in an objective, impartial and professional manner.

China has taken a constructive part in the preparation for the implementation of the JCPOA, cooperated actively with Parties concerned and facilitated the agreement on the Official Document and MOU related to Modernization of Arak Heavy Water Reactor, hence creating favourable conditions for the advent of the Implementation Day. To demonstrate further its support to the JCPOA, the Chinese government has made an extra-budgetary contribution of 4,000,000 RMBs to the IAEA for its verification and monitoring activities in Iran. We will continue to work together with all Parties and contribute to comprehensive, long-term and proper solution of the Iranian nuclear issue.
