Statement by the Chinese Delegation on Iran Nuclear Issue at the IAEA Board of Governors Meeting

Mr. Chairman,

China welcomes that the adoption day of the JCPOA was reached as scheduled. We commendthe P5+1, the EU, Iran, IAEA and all the interested parties for the efforts put into its implementation.

China thanks the Director-General for his latest report on the Iranian Nuclear Issue, in which the he describes the implementation of the "road map" for the past and present outstanding issues regarding Iran's nuclear program, the implementation of the Joint Plan of Action, and an update on the preparation to implement theJCPOA. China is pleased to see the positive progress made in above areas and appreciates the Secretariat and the Director General for the efforts towards this end. We look forward to the final assessment on the resolution all past and present outstanding issues. We hope that the Agency will uphold the position of being objective, impartial and professional, base itself on the Security Council Resolution 2231, conduct preparatory activities related to the verification and monitoring of Iran's nuclear-related commitment under the JCPOA.

China also appreciates the effort made by Iran, including the fact that activities set out in the Road-map have been completed and Iran took steps towards the implementation of its nuclear-related commitments under the JCPOA and Iran informed the Agency that, effective on the Implementation Day of the JCPOA, it will provisionally apply its Additional Protocol and fully implement the modified 3.1. We encourage Iran to continue to carry out the provisions in the Joint Plan of Action and the JCPOA and engage comprehensively in its cooperation with the Agency.

China appreciates the constructive cooperation between the P5+1, the EU and Iran to implement the JCPOA. Through concerted efforts by all parties, the preparatory work for the implementation of the JCOPA is generally going on smoothly. Important progress has been made in the modernization of Arak heavy water reactorproject. The P5+1 and the EU have concluded an "Official Document", signed at the foreign ministerial level. In early November, the P5+1 and the EU reached a "MOU" in Beijing. As a next step, in strict accordance with the JCPOA and the consensus reached, the parties concerned should continue to step up the substantive work in the modernization of the Arak Reactor.

Mr. Chairman,

The JCPOA on the Iranian Nuclear Dossier has laid an important basis for a comprehensive, long-term and proper settlement of the Iranian nuclear issue through political and diplomatic means. Moving to the next phase, all parties should make joint efforts to maintain positive political will, promote its early implementation, and make sure to achieve a comprehensive and balanced implementation of all provisions in the agreement . China will continue to constructively participate in the implementation of the agreement and is willing to provide appropriate contributions to the Agency to fulfill itssafeguards and verification function on the Iranian Nuclear Program. On the basis of the provisions in the JCPOA, the "Official Document" and the "MOU", we will alsocontinue to play an active role in promoting the modernization of the Arak Reactor.
