Statement by the Chinese Delegation on Iranian Nuclear Issue at the IAEA Board of Governors Meeting

Madam Chairperson,

China welcomes the JCPOA concluded by P5+1 and Iran, which, in our view, is a successful example of resolving international hot-spot issues by Parties through political and diplomatic means, contributes to the maintenance of the international non-proliferation regime, promotes peace and stability in the Middle East region and serves the common interests of the international community.

China takes note of the latest report submitted by the DG on Iranian nuclear issue, which presents an update on the bilateral contact between the Agency and Iran, the road-map for the clarification of outstanding Iranian nuclear issues signed by the Agency and Iran on 14th July, the authorization to the DG by the special meeting of the Board of Governors on 25th August to implement necessary verification and monitoring in Iran and the continued monitoring and verification according to the Joint Plan

of Action (JPA), etc.

China also notes that the report once again points out that while the Agency continues to verify the non-diversion of declared nuclear material at the nuclear facilities declared by Iran, the Agency is not in a position to conclude that all nuclear material in Iran is in peaceful activities.

China is pleased to see that the Agency and Iran have kept the good momentum of cooperation and achieved important results and we appreciate the efforts made by the secretariat and the DG himself to this end. With the JCPOA reached, the Agency's role in relation to such core issues as to monitor and verify the nuclear-related measures becomes all the more important. We hope that the Agency will remain objective,

impartial and professional in implementing safeguards and conducting nuclear related verification and monitoring in Iran on the basis of the Security Council resolution and the JCPOA.

China appreciates Iran's active implementation of nuclear-related measures under the JPA and its explanations in writing and related documents provided to the Agency. We encourage Iran to strengthen further its communication and cooperation with the Agency and resolve related outstanding issues as soon as possible in accordance with the road-map signed with the Agency.

Madam Chairperson,

The JCPOA is only the first step towards a proper solution to the Iranian nuclear issue. The next phase needs joint efforts from all sides to promote comprehensive and balanced implementation of the JCPOA. China will continue to be constructive in its participation and play its part effectively in the modernization of the heavy water reactor in Arak, in which respect we will communicate closely with all Parties concerned including the Agency.
