The long history of multilateral diplomacy in Vienna has produced the Vienna System, which has had a significant impact on modern international relations and given birth to the Vienna Convention on Diplomatic Relations, which comprehensively regulates contemporary diplomatic relations. Today, Vienna is one of the four headquarters of the United Nations and hosts, among others, many specialized agencies and other international organizations, including the United Nations Office at Vienna/UNODC, the International Atomic Energy Agency, the United Nations Industrial Development Organization, the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization, the United Nations Committee on the Peaceful Uses of Outer Space, the International Anti-Corruption Academy and the Organization of the Petroleum Exporting Countries (OPEC). In recent years, the multilateral agenda in Vienna has been unprecedentedly active, with continuous expansion of connotation and extension, ranging from the vast universe to microscopic atoms, and spanning two major themes of security and development, covering such global hotspots as arms control, non-proliferation, peaceful uses of nuclear energy, industrialization, social governance, and sustainable development.

The Vienna multilateral platform relates to China's important interests and the overall situation of national development. Based on the Vienna multilateral platform, China will adhere to its foreign policy objective of maintaining world peace and promoting common development, actively participate in the reform and development of the global governance system, firmly defend the interests of national sovereignty, security and development, actively advocate and practice genuine multilateralism, join hands with all parties to jointly promote the building of a community with a shared future for mankind, and build a new type of international relations with mutual respect, fairness and justice, and win-win cooperation.
