Director General/Executive Director Waly of UNOV/UNODC,

Director General Grossi of IAEA,

Executive Secretary Floyd of the Preparatory Commission of CTBTO,

Deputy Director General Zou of UNIDO,

Distinguished Permanent Representatives, Ambassadors,

Ladies and gentlemen,

Good afternoon!

Welcome to the reception. I arrived here in Vienna on the 23rd of February and have already met many of you. I am happy to see you again today and it’s great to make new friends.

Over the past 50 days since my arrival, I have visited more than 30 heads of international organizations and PRs, and attended more than 60 events. Throughout which I felt your warmth and friendliness, as well as your great anticipation of strengthening the exchanges and cooperation with China. This has given me great confidence in fulfilling my duty here.

I come here with good news about China's development and progress.

This spring has not only taken away the snow and ice but also the pandemic. China's economy is demonstrating strong dynamism, as the movement of people resumes and economic activities pick up.  The expected growth target for China's economy this year is set at around 5 percent. In the future, China's economy will strive to achieve higher quality development while maintaining certain growth rates. People’s lives will be even better.

China will fully apply the new development philosophy, accelerate efforts to foster a new pattern of development, promote high-standard opening up, as well as high-quality economic and social development. We will continue to develop whole-process people’s democracy, promote the harmony between humanity and nature, and comprehensively promote the great rejuvenation of the Chinese nation with the Chinese path to modernization.

China's economic growth will provide new momentum for the world  economy, bringing more business opportunities and benefits of development to countries around the world.

I come here with the Chinese concept of win-win cooperation.

At present, human society is facing unprecedented common challenges. No country can face these challenges alone. No country can dominate the world either. Strengthening solidarity and cooperation is our only way out.

President XI Jinping has proposed the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative to show the international community a broad path that leads to mutual benefits and win-win development, for a community of a shared future of mankind.

China has always adhered to true multilateralism and to the global governance principles of extensive consultation, joint contribution and shared benefits.

China is willing to strengthen coordination and cooperation with all parties in multilateral affairs, jointly maintain the international system with the UN at its core, the international order based on international law, and the principles of international relations based on the purposes and principles of the UN Charter. We are prepared to contribute more stability, more certainty, and more positive energy to world peace and development.

This is exactly what I am here to do.  My team and I are ready to maintain in-depth communication and collaboration with the Group of 77 and China, our partners in the Asia-Pacific region group and colleagues in all the Permanent Missions. Together, we will advocate the "Vienna spirit" and actively promote true multilateralism.

I come here with confidence and sincerity to deepen cooperation.

China is a firm supporter and active contributor to the United Nations. China is the second largest contributor to the UN and IAEA, and the largest contributor to UNIDO. In Vienna, China is deeply engaged in various multilateral agendas. International staff with Chinese nationality are performing their duties and responsibilities, contributing their wisdom and strength in various organizations and institutions.

Early last month, Mr. LI Yong, an old friend of Vienna and former Director-General of UNIDO, was awarded the Great Silver Medal by the Austrian Government in recognition of his outstanding contribution to leading UNIDO to implement the UN Sustainable Development Goals. Mr. LI's efforts at UNIDO are a vivid demonstration of China's active commitment to global development. Let’s give him a big round of applause!

I am pleased to inform you that Mr. Al-Ghais, Secretary General of OPEC, will be attending the 6th China-OPEC High-Level Dialogue in Beijing next month. This will be the first visit of heads of major international organizations in Vienna to China after the pandemic. During my courtesy calls, all the heads of international organizations in Vienna expressed their intension to visit China as early as possible. China welcomes you all! Making these visits happen successfully will be the top priority of my work for this year. They will certainly open a new chapter of cooperation between China and the international organizations in Vienna.

Excellencies, colleagues, ladies and gentlemen,

Spring is a season of hope. Today's background music is "Voices of Spring". May our cooperation be as lively and vibrant as spring in Vienna!

Thank you all!

Enjoy the party.
