4月22日，联合国预防犯罪和刑事司法委员会第22届会议在维也纳召开。成竞业大使代表亚洲组国家在开幕式上致辞，强调国际打击跨国犯罪形势依然严峻，呼吁国际社会进一步加强合作，并阐述了亚洲组国家在网络犯罪、环境犯罪等问题上的共同立场。

　　Mr. Chairman,　　

　　1. On behalf of the Asian Group, I would like to take this opportunity to express our warm congratulations to you and to other members of the Bureau on your election. We are confident that under your able leadership, this session will be a success. I assure you of the Group’s full support and cooperation.　　

　2. The Group also appreciates the hard work and efforts by the Secretariat for preparing this session.

3. The Group welcomes the progress made in promoting international cooperation on combating transnational crimes since last year. Meanwhile, the Group notes with concerns that various types of transnational crimes remain rampant and continue posing daunting threats to development and rule of law worldwide. In this regard, it is a common need and shared responsibility of the international community to further enhance cooperation for addressing these challenges. The Group underlines the important role of CCPCJ in facilitating international cooperation and coordination in the field of crime prevention and criminal justice and wishes to work with all other member States to strengthen the role and function of CCPCJ with a view to developing more effective responses to existing and emerging transnational crimes within its mandate.

4. The Group highlights the fundamental role of the UNTOC and UNCAC as the two main effective legal frameworks for member States to strengthen global cooperations against transnational organized crimes and corruption, and welcomes new accessions by States to the two conventions since last session.

5. The Group notes with interest that the thematic discussion of this session focuses on the challenges posed by emerging forms of crime that have a significant impact on environment and ways to deal with it effectively. The Group hopes this discussion would provide a valuable opportunity for member States to exchange views on their understandings of, inter alia, the scope and priority of such a broad topic, and on their related policies and practices. The Group also hopes that such discussion would contribute to the development of an effective, coherent and balanced approach to address this complex phenomenon. The Group encourages UNODC to continue playing an active role in this area in accordance with its mandate, adding up to the achievements of other international organizations. 

6. The fast-evolving cybercrime poses a new global challenge which calls for more effective global responses, with national capacity-building and international cooperation to be further strengthened worldwide. In this regard, the Group appreciates the work done by the open-ended intergovernmental expert group to conduct a comprehensive study of the problem of cybercrime and responses to it by member States, international community and private sector. The Group also takes note of the comprehensive study on cybercrime prepared by the UNODC under auspices of the expert group. The Group urges member States to continue to consider the ways and means to further strengthen national capacity building and international cooperation in combating cybercrime and calls for UNODC and CCPCJ to take further action in this regard.　　

7. The Group reiterates its particular concern for the trafficking in cultural property, and welcomes the recommendations presented by the open-ended Intergovernmental Expert Group on cultural property, as well as the recommendations from the joint discussion on this issue by the Working Group on Technical Assistance and the Working Group on International Cooperation, as endorsed by the sixth session of the Conference of the Parties to the UNTOC in last October. The Group acknowledges the work done so far in exploring the development of the specific guidelines for crime prevention and criminal justice responses with respect to trafficking in cultural property, and looks forward to the consideration of these guidelines by this Commission for the purpose of their finalization.

8. The Group underscores the important role played by the United Nations Congresses on Crime Prevention and Criminal Justice in strengthening political will and commitment of member States in promoting international cooperation by facilitating exchange of views and experience, and is ready to contribute, through this session of CCPCJ, to the preparation work for the 13th Congress, to be held in Doha, Qatar, in 2015.　

9. The Group remains concerned about the financial situation of UNODC and the gaps in its governance. In this context, the Group welcomes the renewal of the mandate of FINGOV and looks forward to more constructive dialogue among member States as well as with the Secretariat on important topics regarding the evaluation and oversight, and other governance and financial matters.
